ST PETER-IN-THE-FOREST, WALTHAMSTOW - COVID-19 ADJUSTMENTS - UPDATE #1


This is update #1 (17/03/20) regarding our response across the Parish of St Peter-in-the-Forest, Walthamstow, to the COVID-19 virus. Please check our Facebook and Twitter accounts @StPeterE17, and on our ‘St Peter-in-the-Forest E17’ YouTube channel, for latest updates, and for online ministry, going forward.



Our aim in issuing these updates is to reassure parishioners, stakeholders and the wider community that we are taking every step to ensure the safety and wellbeing of all of our neighbours.

We continue to follow the advice given by the Church of England nationally, and also locally from the Diocese of Chelmsford, and also from HM Government and Public Health England.

These updates will be issued as necessary with an update being issued at least weekly, on Mondays, until further notice.



Services / Ministries:


Until further notice, the regular Sunday Parish Eucharist will be suspended.  Similarly, all other gatherings for parish worship, prayer or study on our premises.

Subject to the availability of a minister, some ‘online ministry’ will be filmed (or audio-recorded)from our Peter Chapel or private homes, and made available through the internet.

Decisions about the shape of our shared worship and devotions during Holy Week and Easter will be made soon and will be updated here.



Peterhouse Church & Community Centre:


The Centre remains open for use, within the restrictions advised by HM Government.  Regular partners’ use of the building is, however, expected to follow that guidance, for the common good.

Small gatherings of people will continue to be permissible at the Centre, at the discretion of the Vicar and Parish Officer. Larger gatherings of people, in so far as they are directly administered by the Vicar and PCC - hall-based activities, such as private parties, for instance - will be suspended from the weekend commencing 21 March 2020, and until such time as official guidance advises their safe resumption.

We will continue to clean the Centre thoroughly and regularly, including raised levels of disinfection of surfaces upon which hands may be placed.

Public health notices are placed around the building, and all users are asked to abide by the best hygiene practice identified there.



Pastoral Care:


We remain deeply committed to caring for our community at this time of heightened anxiety and uncertainty, especially for the elderly, the isolated and the vulnerable.

Please note: we have been advised to be very careful as regards visiting in person to ensure that we do not spread the virus to people who might already be vulnerable.



Community Information:


Please do remember to check on the wellbeing of your neighbours and any people who are particularly vulnerable at this time, and please help us to do the same.



Financial Information:


We are encouraging all in our community to keep on giving at this time, as our parish income is already down yet our outgoings remain highly static.



Communications:


We will communicate to parishioners via our weekly parish social media channels (Facebook, Twitter and YouTube) throughout the week, and through paper notices on our church doors and noticeboards.
We will communicate to major stakeholders in our Peterhouse Centre through our information management system, ChurchDesk - please check for notifications, regularly.

Prayer:


Most importantly we, as people of faith, are called to pray for those who are ill and those who care for them; for those whose lives and livelihoods are affected, and for those whose work is to look for solutions, vaccines, and a way through this situation.

We are also called to have hope in the God who loves us, and not to live fearfully or selfishly.

Please pray fervently with us as we seek to serve and love our community, and one another, with wisdom, kindness and care.



A prayer about the Coronavirus outbreak:



Keep us, good Lord,

under the shadow of your mercy

in this time of uncertainty and distress.

Sustain and support the anxious and fearful,

and lift up all who are brought low;

that we may rejoice in your comfort

knowing that nothing can separate us from your love

in Christ Jesus our Lord. Amen.



For those in isolation:


God of compassion,

be close to those who are ill, afraid or in isolation.

In their loneliness, be their consolation;

in their anxiety, be their hope;

in their darkness, be their light;

through him who suffered alone on the cross,

but reigns with you in glory,

Jesus Christ our Lord. Amen.


For those who are ill:


Merciful God,

we entrust to your unfailing and tender care,

those who are ill or in pain,

knowing that whenever danger threatens

your everlasting arms are there to hold us safe.

Comfort and heal them,

and restore them to health and strength;

For hospital staff and medical researchers:


Gracious God,

give skill, sympathy and resilience

to all who are caring for the sick,

and your wisdom to those searching for a cure.

Strengthen them with your Spirit,

that through their work many will be restored to health;

through Jesus Christ our Lord. Amen.



A Prayer for when you can’t get to church:


Lord Jesus Christ, you said to your disciples, ‘I am with you always’.

Be with me today, as I offer myself to you.

Hear my prayers for others and for myself,

and keep me in your care.  Amen.



A prayer for the World:


God of love and hope,

You made the world and care for all creation.

But the world feels strange right now.

The news is full of stories about Coronavirus.

Many people are anxious because of it.

Many people are anxious that they might get ill.

Many people are anxious about their family and friends.

Be with them in their worries and help them to find some peace.

We pray for the doctors and nurses and scientists who are working to discover the right medicines to give hope to those who are ill.

Thank you that even in these strange and worrying times, you are with us.

Help us to look for the signs of your goodness and love towards us. Amen.

Tender Opportunity for a Project Delivery Manager



THE ECCLESIASTICAL PARISH OF

The parish church of St Peter-in-the-Forest, Walthamstow has recently been awarded a £1,370,000 Heritage Lottery Grant to support its £1,880,000 project to deliver its ambitious and creative project, ‘St Peter’s: A Unique Forest Church’: the project will help remove this Grade II Listed building from the Historic England At-Risk register, and open up exciting new uses of both building and its grounds.

As such we are seeking tenders from interested project managers to help deliver the capital phase of this project.

St Peter-in-the-Forest is an historic, Victorian church built by John Shaw Jr in 1840, and extended in 1887, and located in the protected ancient Epping Forest, a short journey away from the Olympic Park and the new communities of East London. It sits within part of Epping Forest, affording it a unique location and aspect. Its forest setting also offers a diversity of opportunities for community engagement with not only the built and cultural heritage, but also the natural heritage of the surrounding churchyard and ancient forest.

The project will correct serious structural damage and will restore the west end of the church to its 1880s look.  New facilities and a remodelled interior will create three flexible community spaces on two floors. These spaces will offer better facilities for worship and activities based around acting, filmmaking, arts, crafts, and forest activities.  The facility will also feature a community café, be able to be rented for community activities and for the provision of an annual festival, the ‘Forestival’. The Church graveyard will be enhanced with new paths and facilities from which forest activities can be undertaken.

BACKGROUND
St Peter-in-the-Forest church is Grade II Listed and located in the Wood Street Ward of the London Borough of Waltham Forest, in the heart of the E17 postcode area. It sits literally within part of Epping Forest, affording it a unique location and aspect.  Built in 1840 as a chapel of ease to St Mary's Church, Walthamstow, it was extended in 1887 to accommodate an increasing population. Over the years, the church has undergone a number of alterations not least the 1930s restoration by Travers and those forcibly incurred after blast damage in 1945 and a fire in 1975. Following the success of a Heritage Lottery Fund delivery stage bid, the parish is improving and expanding the church building to secure its long-term future, see increased community engagement and greater use, and generate increased revenue streams. These works will comprise both restoration and re-ordering of the interior with a total cost of over £1 million
SUMMARY OF ROLE
As the project delivery manager, you will take overall responsibility for the successful initiation, planning, execution, monitoring, controlling and closure of the project ensuring its smooth operation.

KEY RESPONSIBILITIES
The role of project delivery manager consists of but is not limited to:

a)  Overall

•    Agree project objectives with the client.
•    Provide advice on the management of the project.
•    Organise the various professional consultants working on the project.
•    Ensure risk assessments are carried out.
•    Make sure that all the aims of the project are met.
•    Make sure the quality standards are met.
•    Maintain systems to keep track of people and progress.
•    Manage the processes of recruiting specialists and contractors.
•    Monitor specialists’ and contractors’ work.
•    Work with the PCC Treasurer, overseeing the project’s accounting, costing and payments.

b)  Client Support

•    Prepare a Project Plan with the Project Team, defining roles and responsibilities for all parties involved. Update the plan as necessary.
•    Attend Project Board meetings when required.
•    Ensure that the Project Team has appropriate information relating to the construction works and that they are aware of any decisions required by the Project Board.
•    Prepare and issue a Project Status Report for the benefit of the Project Board on a quarterly basis in a format to be agreed.
•    Prepare and maintain Construction Works programme.
•    Assist the Project Board in establishing a decision-making framework that will mitigate delays and additional costs.
•    Assist the Project Board in preparing public communications regarding the construction works, and support liaison with parishioners.
•    Complete and submit project progress and payments reports as required by HLF.
•    Assist the Client in preparing information for funders and primary stakeholders, e.g. grant draw down documentation.

c)  Project Team

•    Convene, chair and ensure project meetings are minuted.
•    Support the Contract Administrator and advise the Project Board of any issues.
•    Issue instructions, on behalf of the Project Board, to the Project Team.
•    Check applications for payment from the team and recommend payments to the Parochial Church Council.
•    Monitor the performance of the team and reporting any issues to the Project Board
•    Monitor the preparation of production drawings, detailed specifications and tender documentation.
•    Oversee and monitor the discharging of conditions under Planning Permission or Listed Building Consent.

d)  Construction Works

•    Prepare and maintain a Risk Register and Issues Log for the construction works.
•    Monitor Construction Works cash flow in consultation with the QS.
•    Implement Change Control procedures with build contractors, reporting to the Client regularly.
•    Review certificates, qualifications and licences of build contractors and sub- contractors to ensure compliance with all relevant legislation and best practice in the construction industry.
•    Review insurance arrangements of build contractors and sub-contractors to ensure these meet contract requirements.
•    Attend meetings and visit site to properly progress the works to ensure the successful completion of the project and mitigate any delays or additional costs.
•    In conjunction with the architect and quantity surveyor, advise on and support the Project Board in the procurement of construction contractors and suppliers.
•    Agree detailed Construction Works programme and decision gateways with all contractors.
•    Establish disputes resolution process and assist in resolution where necessary.
•    Together with the architect, monitor the fabrication of off-site components.
•    Oversee the production of the Construction Health & Safety Plan (Undertaken by the CDM Coordinator).

e)  Commissioning & Hand Over

•    Monitor testing and commissioning programme.
•    Together with the project team, evaluate and agree measures to overcome any test failures.
•    Check hand over reports and certifications.
•    Determine Operation and Maintenance Manual requirements with the Client.
•    Ensure Client is provided with Health and Safety file.


PERSON SPECIFICATION
All organisations must put forward an individual or team who possess the following:

•    Direct experience of an HLF capital project
•    Proven project management experience demonstrating the ability to coordinate complex projects through development, design and construction on time and on budget
•    Understanding of construction and contractual building issues. An appreciation of the issues relating to works on Listed Buildings will also be essential
•    A creative, solution-focused approach
•    High level of organizational skills, and excellent communication skills
•    Strong financial management skills
•    Evidence of working on listed buildings with conservation plans
•    Evidence of strong negotiating, diplomacy and conflict-resolution skills
•    Proven ability to deal successfully with a number of different constituencies, including HLF, board members, building & design professionals and contractors
•    Knowledge of procurement process
•    Ability to manage multiple priorities and multiple stakeholders
